About ModRa

The “Model Municipality” Project (ModRa) promotes all the key aspects of good local governance in one average Bulgarian municipality - the Municipality of Razlog.
It focuses on the creation of mechanisms and instruments for:
• Effective and responsive municipal long-term planning;
o Efficiency, transparency, accountability and responsiveness of the municipal administration and improved service delivery;
 Local community participation and the constructive interactions between local authorities - civil society - private sector;
• Vertical interaction between the municipality - the regional authorities - the central government;
o Cross-border and transfrontier cooperation.

Initiatives implemented by ModRa

Local Forum for Sustainable Development to elaborate the Local Agenda
More than 70 stakeholders partake in the sessions of the Forum - representatives of the local business, health services, education and culture, municipal administration, NGO sector and local media.

Training of the municipal administration and city councilors in Strategic Planning, Sustainable Development, Human Resources Management, Organizational Skills, Financial Policy, Fund Raising with the purpose to improve the effectiveness and the transparency in their work.

New Communication and Information Strategy – Front Office and Information Desk, Internet Site of Razlog Municipality, printed materials and radio and TV program

Technological Centre in the Chitalishte of Razlog - provides free Internet access to socially disadvantages groups, supports the local businesses, offers tourist services, and organizes training.

Micro projects, which led to:
 Forestation of Golak area. 30 representatives of the Roma community did the work
 Renovation of the Information boards in the town
 Repair of the storm-damaged roof of “Yavorov” hut supported also by the voluntary labor of “Pirin” Tourist Association

Twinning agreements with the Municipality of Doxato, Greece, and the Municipality of Totana, Spain
Regional Agenda for Sustainable Development of Blagoevgrad Region
Intranet between all municipal departments and back office
Mesta Business Centre a better local Internet provider

• Formulation of a Local Agenda and an Anti-poverty Action Plan
• Implementation of a demonstration project to enhance the local development

• Establishment of a network between Razlog and the other seven villages in the municipality to organize a … system for processing of the documentation

“Model Municipality” Project is being implemented with the cooperation and financial support of the Dutch Government, the United Nations Development Programme and Razlog Municipality.

Technological Center Information

“Technological Center” is grant funded by “Model Municipality” Project of UNDP. It aims to promote and build the capacity for development of “15 September 1904” Chitalishte. Its main activities are training, presentation, exhibition activities and promotion of the business contacts, NGO activities and the municipal administration activities, Internet access including free hours to socially disadvantaged children. The provided services are:
• Internet Center:
- Information services;
- E- services;
- training;
- consulting.
• Multifunctional hall – 80 sq.m. area, 75 persons capacity, equipped with the latest presentation technical equipment, telephone, fax, copy services. The capacity is to:
- Organize trainings and seminars for different target groups – children, students, unemployed, SME, farmers etc.
- Organization of seminars with required logistic support – preparation of presentations, materials, folders, sound systems, etc.
• Offices
- Technological Center offices;
- Small room for meetings and negotiations
